Vice President of Safety


Tom Baldwin is the Vice President of Safety for Global Medical Response (GMR). He leads a 44-person professional safety team that supports 8,000 ground ambulances, 500 air medical aircraft and 150 fire apparatus. He was a leader during GMR’s national COVID-19 response, responsible for the safety of the company’s 38,000 employees—including critical, frontline first responders and call center personnel—as well as the development of augmented safety protocols in the wake of the virus.

Baldwin, who has a strong background in public service, became a paramedic in 1991 and has worked in the fire service, law enforcement and air and ground EMS communities. After serving in leadership roles in the air medical field, he transitioned to safety in 2004. Today, he plays an active role in various safety organizations, including the Florida Chamber Safety Advisory Board and the Air Medical Operation Association Safety Committee. He also serves as a faculty instructor at the Association of Air Medical Services (AAMS) Safety Management Training Academy. In addition, he speaks nationally on a variety of topics, including safety culture, safety management systems (SMS) and just culture.

Baldwin has an MBA in Healthcare and a Bachelor of Science in Business Management with a concentration in Organizational Leadership from the University of Southern California. He received his paramedic education at Creighton University and a professional certificate in Aviation Safety and Security from the University of Southern California as well as investigations training at the National Transport Safety Board (NTSB) academy.
