Kolby Miller, EMTP, MBA, has been a paramedic since 1998, and currently serves as the Chief Executive Officer of Medstar, a not-for-profit EMS agency in Southeast Michigan. Led by his philosophy of “take care of the people who take care of the people, and everything will work out,” Medstar grew from 18,000 responses with 74 personnel in 2004 to 230,000 911 system, critical care air medical, and interfacility responses with 935 personnel in 2025, becoming the largest EMS agency in the state.
Kolby is a two-time president of the Michigan Association of Ambulance Services (MAAS,) serves as a Survey Team Leader for the Commission on Accreditation of Ambulance Services (CAAS,) was the Governor-Appointed EMS representative to the State Trauma Advisory Committee, and now serves on the Michigan Emergency Medical Services Steering Committee (EMSCC.)
