Marc Kilman-Burnham is the Director of Governmental Affairs for the Pacific and West Regions at Global Medical Response (GMR). His dedication to EMS was ignited in early 1996 by a profound personal motivation: his daughter’s serious heart condition. Driven by a desire to be prepared to offer her support, he embarked on his EMS career shortly after.

Before his transition to emergency services, Kilman-Burnham cultivated a successful career as an entrepreneur, owning fitness clubs and karate schools in Southern California. A move to Oregon brought him closer to family during a challenging period of his daughter’s medical treatment.

His hands-on EMS experience began in Portland in late 1996, starting as a wheelchair attendant and EMT with Community Ambulance. Demonstrating strong aptitude and commitment, he advanced through leadership positions, becoming an Operations Manager and earning EMD certification within that same initial year.

A pivotal moment occurred during his EMD training, leading to a visit to AMR where he was introduced to then-VP Terry Marsh. This encounter quickly resulted in an offer to manage Business Development and Governmental Affairs for AMR. After an impactful six-and-a-half-year tenure, Kilman-Burnham took on a State Director role with the Oregon Health Care Association. His distinguished service there was followed by an invitation from “a very young” Randy Strozyk to return to AMR and spearhead their Special Services Division. Later, “a much older” Strozyk entrusted (Told) him he would be the National Director of Innovative Practices for Rural Metro Specialty Fire Services, following its acquisition by AMR.

Recognizing the critical need for strategic advocacy, Global Medical Response formed an elite Governmental Affairs Team during the 2019-2020 pandemic. In December 2019, Marc Kilman-Burnham transitioned to this national team, where he currently directs governmental affairs for the Pacific and West Regions.
