Deputy Chief Terence Sheehy brings more than 27 years of experience in Emergency Services to his role as Deputy Chief of Operations at Dare County EMS. He oversees daily EMS operations across the Outer Banks, providing critical emergency response, aeromedical services, and inter-facility transports to both residents and visitors. His leadership also extends to multi-agency planning and coordination for large-scale events, severe weather responses, and disaster preparedness.
Beginning his career as a volunteer firefighter at the age of 17, Deputy Chief Sheehy has built a distinguished background in EMS, fire, and technical rescue. His experience includes serving as a supervisor with Kitty Hawk Ocean Rescue, where he earned recognition from the United States Secret Service for his contributions to their rescue swimmer program.
Deputy Chief Sheehy’s expertise in emergency planning is demonstrated through his roles as Chairman of the Dare County/Currituck County Regional Local Emergency Planning Committee (LEPC) and Co-Chair of the Executive Committee for the Eastern Healthcare Preparedness Coalition. He has also contributed to statewide initiatives, including the redevelopment of North Carolina’s ambulance strike team model.
A sought-after speaker, Deputy Chief Sheehy has presented at regional, state, and national conferences, including the North Carolina EMS Expo, Texas EMS Conference, and International Hazardous Materials Response Teams Conference. He is a key contributor to the North Carolina EMS Officer Program, where he mentors and trains future EMS leaders.
Deputy Chief Sheehy holds a Bachelor of Science in Emergency Medical Care from Western Carolina University and a Master of Public Administration (MPA) from the University of Texas at Arlington. Known for his forward-thinking leadership and practical strategies, he continues to shape the future of EMS through innovation, collaboration, and preparedness.
