Reg James

Starting in 1983 as an EMT, Reg James has over 40 years of experience in emergency medical services in both public and private service organizations.  His has direct experience in just about all aspects of EMS including serving as an EMT, Cardiac Technician, Georgia Paramedic, and Nationally Registered Paramedic (NREMT-P), field training officer, supervisor, manager, director, administrator and executive.  He also has extensive experience in EMS system design and implementation (both 911 and non-911) as well as in-depth knowledge of EMS related business elements including: operational performance and finance analytics (including budgeting and forecasting as well as accounts receivable and reimbursement.)  Reg has vast experience in government and customer relations and service contract negotiations with healthcare providers, public safety / fire departments, municipalities and county governments.  Reg’s historical employment history includes: Metro Ambulance Service, Inc., Grady EMS, Rural/Metro Ambulance, and his current employer Amerimed Medical Solutions – a multi-state Ambulance and Mobile Integrated Healthcare provider.

Frank Ulibarri

Frank Ulibarri is a proven and innovative healthcare executive with over 30 years of professional experience with increasing levels of responsibility at major national and regional health plans and health systems.  He is a former CEO, COO and CFO for Commercial, Medicare Advantage and Medicaid health plans, former

Chairman of the Board of the Georgia Association of Health Plans, former Board Member of the Louisiana and Florida Associations of Health Plans, current Board Member, Unto the Least of These, Inc., a charity dedicated to ending human trafficking, and the chairman of the 2009 American Heart Association Heart Walk, Albuquerque, NM.

Adam Williams

Adam is a career paramedic with 20 years’ experience in public safety. Originally from East Tennessee, Adam has held many positions in ground EMS operations including FTO, rescue technician, honor guard,  shift supervisor, and training officer. Adam obtained several specialty certifications throughout his career including becoming a critical care paramedic, certified flight paramedic, and certified tactical paramedic. For 10 years of his career, Adam served as a flight paramedic and clinical educator in the Appalachian region including a year in the Kingdom of Saudi Arabia.  Adam was also a tactical paramedic and master operator assigned to a special weapons and tactics team in East Tennessee. Adam is a graduate of the FEMA National Emergency Management Academy and is now based out of the GMR National Command Center in Lewisville, Texas where he serves as the Operations Section Chief overseeing all operations in the GMR Office of Emergency Management. Adam maintains his EMS certifications and continues to practice as a Paramedic.

Jason Derrey

Jason Derrey joined the IAFF in 2020 as a Fire-Based EMS Specialist.  He works with IAFF affiliates to evaluate EMS systems and provide recommendations aligned with national consensus standards and best practices.

Jason retired at the rank of Captain from an all-hazard fire department in Southwest Washington, bringing decades of experience in emergency medical services. His EMS career began in 1996, and he became a paramedic in 1999. Over the years, he has worked in private, hospital-based, and fire-based EMS systems, giving him a comprehensive understanding of various EMS delivery models. Jason has also served as an EMS instructor across all certification levels, including as an adjunct instructor in a paramedic training program.

Committed to advancing leadership in emergency services, Jason is currently pursuing a doctoral degree in Strategic Leadership. He holds a Master of Arts in Organizational Leadership from Gonzaga University, a Bachelor of Science in Fire Service Administration and Emergency Medical Services Administration, and an Associate of Applied Science in Fire Science. He also maintains multiple fire service and EMS credentials to remain up to date on emerging industry trends, as well as maintaining his National Registry Paramedic credential.

Terence Ramotar

Terence Ramotar serves as the Director of Government Affairs for Global Medical Response, where he oversees all government-related activities and initiatives in the Southeast United States.
With over 30 years of experience in EMS Operations Management, Communications Center Management, Billing and Reimbursement Management, and Logistics Management, Mr. Ramotar has a distinguished career in the field 2. He previously held the position of Regional Director for American Medical Response, providing executive oversight across multiple states 2. His extensive experience includes frontline work as a paramedic in New York, leadership and oversight of multiple departments for Sunstar Paramedics, a high-performance EMS system in Pinellas County, FL 2. Additionally, he served as the Executive Director for TransCare, a 9-1-1 ambulance service in Tampa, FL, and as the Chief Operating Officer for a non-profit social services agency offering crisis services to a county of over 1 million residents 2. Mr. Ramotar’s innovative and efficient ambulance service delivery models have earned him accolades, including the 2009 JEMS Innovator of the Year Award for producing the nation’s first ambulance to utilize solar energy.

Mr. Ramotar is the President-elect of the Georgia Ambulance Providers Association, Past President of the Florida Ambulance Association, and has served on the Board of Directors for the American Ambulance Association for over 10 years 3. He continues to support state associations across the Southeast with legislative issues and advocacy 3. His contributions also include serving as a Master Examiner for the Florida Governor’s Sterling Award and a Master Gold examiner for the American HealthCare Association, both following Malcolm Baldrige quality award criteria for performance excellence 3. Mr. Ramotar holds a bachelor’s degree in Public Safety Administration and considers himself a lifelong student of the Emergency Medical Services industry.

David Webb

David Webb is an experienced senior program director of operations with 34 years of experience in the health care industry. He is skilled in operations management, leadership. staff development. and emergency medical systems (EMS) management. David received his Paramedic of Science Degree from Ivy Tee Community College. He served as chief paramedic at Methodist Hospital from 1996 to 1999, then moved on to become director of operations at the Medical Center Ambulance Service. Inc. from 1999 to 2007. In 2009, David became program director at the AirEvac Lifeteam where he served for nine years before taking on his current role as senior program director.

Gerad Troutman, MD

Gerad Troutman, MD, MBA, FACEP, FAEMS is the National Medical Director for Global Medical Response and medical director for the American Ambulance Association. He is an assistant professor of Emergency Medicine at Texas Tech University Health Sciences Center in Lubbock, TX where he is the local EMS medical director and serves as a mentor to the Texas Tech Innovations Hub. He is a past president of the Texas College of Emergency Physicians and currently serves on the Governor’s EMS & Trauma Advisory Council of Texas.

Douglas Kupas, MD

Dr. Kupas is a board-certified emergency physician subspecializing in emergency medical services. His clinical interests include resuscitation/CPR, hypothermia (therapeutic and accidental), end-of-life care, EMS patient and provider safety and EMS airway management. His research interests include CPR quality. Dr. Kupas earned his medical degree from Thomas Jefferson University and completed his residency at Geisinger Medical Center. He is certified by the American Board of Emergency Medicine.

Shane Wheeler

Shane Wheeler, MBA, FP-C, CP-C, NRP is an experienced EMS executive leader, educator, and strategist with a passion for advancing EMS through data-driven decision-making and leadership development. Shane brings a unique blend of business acumen and frontline EMS expertise to help organizations optimize performance, financial sustainability, and leadership effectiveness. Shane is the CEO of VMSC EMS a nonprofit regional EMS provider serving The Greater Philadelphia Area.

David Fifer

David Fifer is an Associate Professor of Emergency Medical care at EKU, coordinator of their online EMS degree program, and Director of the Center for Wilderness & Outdoor Public Safety (EKU Wilderness OPS). David has practiced as an EMT, EMT-Intermediate, and Paramedic for 23 years, in Virginia, Washington, DC, and Kentucky, and for the past 10 years has worked part time for Powell County EMS where he is the founding coordinator of the Red River Gorge Special Treatment, Access, and Rescue team (RedSTAR). He is a volunteer hoist rescue specialist for Kentucky State Police Air Rescue program, and deploys to disasters throughout the United States and territories as an Operations Officer for the National Disaster Medical System’s Incident Management Team. David is a member of the Kentucky Board of EMS Education Committee and chaired the Wilderness Advanced Practice Paramedic work group. He teaches wilderness medicine and medical incident management throughout the world, and was a project leader for the creation of the IBSC WP-C exam. He serves as the nationwide representative of EMS Practitioners to the National EMS Advisory Council (NEMSAC) in Washington, DC.

David earned his B.A. in Political Science and M.S. in Safety, Security, and Emergency Management from EKU, holds the Certified Wilderness Paramedic credential from the International Board of Speciality Certifications, is a Fellow in the Academy of Wilderness Medicine, and is a Kentucky Advanced Practice Paramedic- Wilderness specialist.

Matthew Herman

Matthew Herman is a data analyst at Coastal Medical Transportation Services with a background in revenue cycle management, financial analysis, and process improvement. With years of experience in EMS operations, he has worked closely with leadership teams to streamline billing processes, enhance reporting, and implement automation to improve efficiency.

Before transitioning into data analytics, Matthew held various roles in revenue cycle management, where he focused on optimizing financial workflows and reducing operational inefficiencies. His experience includes working with ambulance services to improve decision-making through data-driven insights, ensuring financial sustainability while maintaining high standards of patient care.

Matthew holds a degree in Economics from the University of Massachusetts Boston. He is skilled in a range of analytical tools and technologies, using data to drive strategic initiatives and improve business performance in the healthcare transportation industry.

Shannon Gollnick

Shannon is a nationally registered paramedic and a certified flight paramedic with 25 years of experience. He has served in a number of management, leadership, and executive roles and now brings that experience to his current role as an EMS and mobile healthcare consultant with PWW|AG

He has a bachelor’s degree in management and a master’s degree in strategic management, both from Indiana Wesleyan University. Post-graduate certificates in LEAN management from Villanova University and a doctorate degree in business with an emphasis in organizational behavior from the University of Saint Mary’s Minnesota.

Monica Mason

Monica Mason is the Executive Director of the Kanawha Ambulance Authority, Charleston, WV. Prior to her appointment as Executive Director, she served as the Deputy Director, Chief of Medical Services and Director of Education. Through these positions, she was part of the team that worked to expand the KCEAA clinic and grow the community paramedic program operations. During the pandemic, Monica became an instrumental part of the Unified Health Command team in Charleston, implementing programs to test patients in nursing homes to large testing sites to mass vaccination clinics. Monica’s team was responsible for creating unprecedented protocol in response to the pandemic. Their work has been modeled in other parts of the country to enhance EMS and mobile healthcare delivery.

Cassandra Ewig-Bruss

Cassandra is the Scheduling Coordinator at Bell Ambulance, managing the scheduling team and the schedules of nearly 700 EMS professionals. Since joining the company in 2022, Cassandra has been instrumental in ensuring smooth operations and supporting the team’s well-being. In 2024, she earned a Bachelor of Science in Nutritional Sciences from the Zilber School of Public Health at the University of Wisconsin-Milwaukee (UWM), where she also led the setup of a hydroponic unit to provide sustainable produce to the campus Food Pantry. Passionate about balancing mental and physical wellness, Cassandra recently completed a Sprint Triathlon and is committed to maintaining healthy work-life boundaries. Dedicated to fostering positive interpersonal relationships, Cassandra believes in creating welcoming, inclusive work environments that support collaboration and growth.

Terence Sheehy

Deputy Chief Terence Sheehy brings more than 27 years of experience in Emergency Services to his role as Deputy Chief of Operations at Dare County EMS. He oversees daily EMS operations across the Outer Banks, providing critical emergency response, aeromedical services, and inter-facility transports to both residents and visitors. His leadership also extends to multi-agency planning and coordination for large-scale events, severe weather responses, and disaster preparedness.

Beginning his career as a volunteer firefighter at the age of 17, Deputy Chief Sheehy has built a distinguished background in EMS, fire, and technical rescue. His experience includes serving as a supervisor with Kitty Hawk Ocean Rescue, where he earned recognition from the United States Secret Service for his contributions to their rescue swimmer program.

Deputy Chief Sheehy’s expertise in emergency planning is demonstrated through his roles as Chairman of the Dare County/Currituck County Regional Local Emergency Planning Committee (LEPC) and Co-Chair of the Executive Committee for the Eastern Healthcare Preparedness Coalition. He has also contributed to statewide initiatives, including the redevelopment of North Carolina’s ambulance strike team model.

A sought-after speaker, Deputy Chief Sheehy has presented at regional, state, and national conferences, including the North Carolina EMS Expo, Texas EMS Conference, and International Hazardous Materials Response Teams Conference. He is a key contributor to the North Carolina EMS Officer Program, where he mentors and trains future EMS leaders.

Deputy Chief Sheehy holds a Bachelor of Science in Emergency Medical Care from Western Carolina University and a Master of Public Administration (MPA) from the University of Texas at Arlington. Known for his forward-thinking leadership and practical strategies, he continues to shape the future of EMS through innovation, collaboration, and preparedness.
