Co-owner since 1995 responsible for general management of privately held 911 ambulance company in Marion County, Oregon. Exclusive Advanced Life Support ambulance provider to an area of 450 square miles.
Giard-Baird Associates, Partner 2005 – 2014
Partnership developed in 2005 to provide consulting services concerning emergency medical services to companies and governmental units. Clients included Oregon Health Authority, MetroWest Ambulance, Douglas County Fire District 2, Mid-Columbia Fire and Rescue, and Cal-Ore Life Flight.
Professional Activities
Oregon State Ambulance Association – President
Lead industry advocacy group of private, fire, and hospital-based ground and air EMS providers serving Oregon.
American Ambulance Association – President (2021–2023)
Lead federal government affairs and congressional lobbying efforts for national EMS trade association. Promote EMS system development, finance, and safety initiatives.
National Emergency Medical Services Advisory Council – Member 2015/2017
Appointed by United States Secretary of Transportation to advise federal agencies on EMS practice and policy areas.
Oregon Public Health Advisory Board – Member 2008-2016
Appointed by two successive Oregon Governors to advise state agencies on public health policy.
Silverton Health/Silverton Hospital – Woodburn Advisory Board Member
Advise hospital administration on community health needs.
Medical Teams International – EMS Consultant Sri Lanka, Vietnam, Cambodia
Advise field staff on EMS system design, development and programming issues related to EMS in developing nations. Provided direct EMS training to private, fire, hospital, and volunteer providers at the lay public through Medical Doctor credential. Performed periodic and final monitoring and evaluation on EMS programs.
NORCOM 911 Center – Past Board Member, Past Chair
Guide 911 center on EMS call taking and dispatch services.
Marion County Ambulance Service Advisory Committee – Chair
Appointed by County Commissioners to advise on EMS and ambulance transportation issues to a county with 11 ambulance provider agencies.
Oregon Stroke Care Committee – Member
Appointed by Oregon Health Authority to advise on the development of a new statewide stroke care system. Develop and implement strategy to obtain provider and legislative support for stroke system.
